Vehicle ownership transfer is the legal process of changing the registered owner of a vehicle in RTO records. It is required when you buy or sell a used car or bike, or when ownership changes due to death, auction or court order.

When is Ownership Transfer Required?

  • Sale or purchase of a used vehicle
  • Transfer between family members
  • Death of the registered owner
  • Auction by bank or government
  • Court order or legal inheritance

How to Transfer Vehicle Ownership

  1. Fill Form 29 (Notice of transfer) and Form 30 (Report of transfer).
  2. Obtain No Objection Certificate (NOC) from the financer if the vehicle has active loan.
  3. Submit RC book, insurance certificate, PUC and address proof at the RTO.
  4. Pay ownership transfer fee.
  5. Get biometric verification and photograph if required.
  6. RTO updates records and issues new RC with buyer's name.

Documents Required for Ownership Transfer

  • Original RC book / smart card
  • Form 29 and Form 30 (duly filled and signed)
  • Sale affidavit or sale certificate (Form 21/22)
  • Valid insurance policy
  • Valid PUC certificate
  • Address proof of buyer
  • ID proof of buyer and seller
  • Passport-size photographs
  • NOC from financier (if hypothecated)

Ownership Transfer Fees

Fees vary by state and vehicle type. Two-wheeler transfers usually cost ₹150-₹300, while four-wheeler transfers may cost ₹300-₹500. Some states charge a percentage of vehicle value for high-end cars.

Online Ownership Transfer

Some states allow part of the transfer process online through the Parivahan portal. Visit parivahan.gov.in, select your state and RTO, and look for the ownership transfer option under vehicle-related services.

Transfer Timeline

Ownership transfer should ideally be completed within 14-30 days of sale. Driving a vehicle with mismatching RC records can lead to fines and complications during insurance claims.
