A practical checklist for verifying a second-hand car before you pay. Check RC status, insurance, pending loans, eChallans, NOC and ownership transfer through official portals.

VehicleRegDetail.com does not operate a vehicle search or lookup database, and we do not collect, store or disclose owner names, phone numbers, addresses or any personal vehicle data. Buying a used car can save money, but it also carries risks. Sellers may hide accident history, pending loans, expired insurance or unpaid eChallans. This guide walks you through a safe used-car buying process using official Indian government portals.

Step 1: Verify the RC and Registration Status

Before anything else, confirm that the car is legally registered and the RC is active.

  1. Visit vahan.parivahan.gov.in.
  2. Click Know Your Vehicle Details.
  3. Enter the car number and complete the captcha.
  4. Check that the registration status is active, not expired or suspended.

Step 2: Match Seller Name with RC Owner Name

The person selling the car should match the registered owner on the RC. If the seller is not the owner, ask for a legal Power of Attorney or authorisation letter. Beware of brokers who cannot produce original documents.

Step 3: Check for Pending Loans (Hypothecation)

VAHAN shows whether the vehicle is under hypothecation to a bank or financer. If the loan is active, the bank may have a claim on the vehicle. Get a No Objection Certificate (NOC) from the financer before purchase.

Step 4: Check Insurance Validity and Transfer

Third-party insurance is mandatory. Ask the seller for the insurance policy and check its validity:

  • Check status through the insurer's website or VAHAN.
  • Ensure the policy covers the period until you can transfer it.
  • Transfer the policy to your name within the insurer's deadline.

Step 5: Check eChallan Status

Unpaid traffic fines can become your problem after purchase. Check pending challans before paying.

  1. Go to echallan.parivahan.gov.in.
  2. Enter the vehicle number or challan number.
  3. Pay any outstanding fines before ownership transfer.

Step 6: Inspect the Vehicle Physically

  • Check chassis and engine numbers against the RC.
  • Look for signs of repainting, accident repair or rust.
  • Test drive and check brakes, suspension, clutch and tyres.
  • Verify service history if available.

Step 7: Complete Ownership Transfer

After purchase, transfer the RC to your name at the local RTO within the time limit (usually 30-45 days). Required documents typically include:

  • Form 29 and Form 30 (sale/transfer forms)
  • Seller's RC, insurance and PUC
  • Address proof and ID proof of buyer and seller
  • NOC from financer (if applicable)
  • Transfer fee

Red Flags

Walk away if the seller refuses to show original RC, insurance or ID; if the RC is expired; if the vehicle has an active loan without NOC; or if the price is unusually low for the condition and model.
